ABSTRACT

Development of regional social and economic systems is an important direction of the state policy and a vital sphere of scientific research as it contributes directly to better quality of life in Russia. In this study, special emphasis is placed on the selection of instruments for the development of regional social and economic systems based on the principles of adequacy and efficiency with respect to the specific features of a region (infrastructural, demographic, production, environmental and climatic, budgetary, and financial). The purpose of this study is to identify the development factors of regional social and economic systems based on the analysis of dynamic average indices of economic and social development during 1993–2015. To classify the regions by social and economic development rates, we compared the growth rates of regional development chain indices using the statistical analysis. Our results showed that each group of regions requires specific instruments for stimulating social and economic development. The results of this study can be used in the development of strategic planning documents for the social and economic development of regions and the direct implementation of strategic concepts.
