ABSTRACT
Tourism performs important functions such as socioeconomic, cultural-ecological, international, and other functions. Travel and tourism significantly contribute to the leisure and hospitality sector. Conducting mass events requires the creation of an effective legal means to ensure tourism safety. The safety of tourism is directly related to the maintenance of public order. In Russia, ensuring the protection of public order by legal means allow foreign tourists and its own citizens to stay safe in its territory during mass events, including the 2018 World Cup. Ensuring the safety of tourism during mass events should be considered as the fundamental principle of the Russian Federation’s state policy.
