ABSTRACT

In this study, we focus on the legal regulation of agricultural land use, which plays a key role in the development of the agrotourism market. This study carries out the first comparative analysis of the agricultural legislation in the United Kingdom, which is one of the world leaders in the development of rural tourism, and the Russian Federation.

Using dialectical, comparative, statistical, and other methods of research, we consider the purpose and tasks of the federal program “Development of domestic and incoming tourism in the Russian Federation (2011–2018)” to analyze the legal norms of the Russian and English legislation on agricultural land use.

The study findings reveal that, in modern Russia, there is a huge, not yet fully realized, potential of rural tourism. They also show that the improvement of the legislation on agricultural land use can significantly affect the development of rural tourism.
