ABSTRACT

The Article considers certain aspects of conformity and continuity of strategic planning documents that implement the main directions of tourism development in the Russian Federation. It focuses on participation of small businesses in the implementation of high-priority tourism growth areas. This paper provides recommendations regarding the alignment of strategic documents and ensuring their coordination in terms of revising state program indicators. The aim of the study is to compare strategic objectives in government planning documents. The main problem in this area is the inconsistency of the provisions of various normative acts; the result was proposals for the elimination of collisions. In the process of research, theoretical and empirical methods (methods of system and comparative analysis, sociological methods) are applied.
