ABSTRACT

This chapter describes about a Project Manager with a basic understanding of their role in the acquisition process by detailing the stages of procurement. A make-buy decision is the act of deciding whether to build the product in-house or contract for the services from an external supplier or subcontractor. The procurement planning process starts at the moment the decision is made to procure services, subcontract portions of the work, or buy material or parts. Market research can be helpful in shortening the procurement process. Consult with the Procurement Representative to discuss whether or not a given situation qualifies as a legitimate limited single or sole source justification. One of the most significant challenges to beginning the procurement planning process is defining what needs to be purchased. It is difficult to develop a clear statement of work for a contractor to propose to when many of the details will need to be worked out during the beginning phase of the project.
