ABSTRACT

This chapter begins with a discussion on what terrorism on the internet is, considers defining both the public and private sectors, and provides an analysis of the relationship between the two sectors. Terrorists use the internet for a multitude of different reasons, including for radicalization and recruitment purposes, as an accessible and easy way to plan, as a way to garner financial support, and as a space for committing financial crimes. The internet provides a gateway for connecting like-minded individuals who can inspire others to engage in violent actions. Countering terrorism on the internet involves more than just solely looking at the internet. Public–private partnerships have changed and evolved when related to countering terrorism on the internet. The private sector has an important role to play when it comes to countering terrorism on the internet, both internationally and domestically.
