ABSTRACT

This chapter discusses the regional as well as the international associational approaches to address counterterrorism from an extended global online level. The strategy is comprised of documents which must be adapted and adopted to the new environment of the twenty-first century in which terrorist organizations or transnational organized criminal organizations are always one step ahead of law enforcement agencies. Several other Latin American countries have established computer security incident response teams throughout Latin America to counterterrorism within the region. One of the challenges member states will encounter in the future regarding the workforce necessary to counterterrorism is the fact that few universities are graduating the workforce necessary to respond to demands in the field of cyber-security. The Council of Europe’s response to terrorism and counterterrorism is also driven by the attacks in London and Barcelona. The organization uses a comprehensive approach to security that encompasses the politico-military, economic and environmental, and human dimensions.
