ABSTRACT

In the last 35 years, the South American region has been affected by events of diverse nature such as earthquakes, floods, volcanic eruptions, landslides, and others, generating infrastructure losses close to US$88,000 million (South American Council of Infrastructure and Planning [COSIPLAN], 2016). This context has led to the im plementation of the m ethodology called Disaster Risk Mana gement (GRD.) by COSI-PLAN/IIRSA (Initiative for the Integration of Regional Infrastructure in South America), in conjunction with the countries members of this council, created with the aim of reducing the effects of natural and anthropogenic disasters in the country’s infrastructure.

In addition to the work on infrastructure management developed in South America, Chile, through the Ministry of Public Works, the Pontifical Catholic University of Valparaíso and the Pontifical Catholic University of Chile, has proposed a methodology called Management of Risk Disaster at Regional Level (GRDR in Spanish), which is applied in one of the phases of the COSIPLAN methodology.

The aim of this methodology is to incorporatedecentralized information by enabling the participation of technical teams or sub-departments at city level, allowing for the generation of preventive early warnings, identifying and updating the structural damage indexes (in addition to m aintenance plans) and executing reduced budgets at early stages.

The present work describes the most relevant aspects of this methodology, presents the results obtained in field applications, and describes an implementation proposal for Route 115 CH.
