Scientific and technological progress of recent years has become a significant basis for the development of the information society. Technological breakthroughs in information and telecommunications has become the most important aspect for the formation of new directions in implementing cyber security measures. Today countries are in the stage of information warfare. This fact sets the basic trend for the development of cybersecurity at the national level in Ukraine. The present paper reveales the characteristic difficulties in the existing legal framework of cybersecurity in Ukraine in compavison with countries possessing high experience in this area of activity.
