ABSTRACT

The chapter provides a methodology for response planners to take the necessary precautions and apply them to their buildings. Skyscraper Terrorist Attack Response Planning (STARP) is a methodology for guiding and directing the management of emergency and disaster operations related to terrorist incidents and attacks. The methodology helps not only specific sections of the building, but also all levels and sections that need to be protected from terrorist attacks. Three fundamentals of STARP are Building and People Issues, Probable Attacks, and Responses. In the framework of the planning pattern, the chapter develops the best terrorist attack response plan such as: collect key data and orientation, investigate and clarify building- and people-related issues, clarify terrorist attacks and relate to building and people vulnerabilities, develop terrorist attack response plans, and evaluate and accept the best plan.
