Equations (17.8) to (17.10) are flow conservation equations for the primary path, while Equations (17.11) to (17.13) give the flow conservation for the protection path. Equations (17.11) and (17.12) come into play only when xij = 1 (i.e., the primary path passes through the link [i,j]).
