An optimal allocation model of residual control rights in the hydraulic PPP project

A series of theoretical models about control rights have been constructed from the 1980s to the present in the abroad, which is shown in Table  1. Those theories have researched on control rights allocation gradually from privates’ cooperation to co-operation between public and private sectors, and from private goods to impure public goods.
