ABSTRACT
In general, both planning of public sectors and the overall planning of private sectors are essentially a collection of 5 aspects: analysis of the present situation, prediction of future trends, goals in different stages, tasks to implement, and manpower, financial power and other institutional safeguard measures. The five-year environmental protection plan in Jilin Province, as an important part of the planning system of Jilin Province, covers contents of the above-mentioned 5 aspects.
