1 INTRODUCTION

In 1980s, increasing scientific evidence indicated the correlation between rising greenhouse gas emissions and global climate change. According to International Energy Agency (IEA, IEA Energy Technology Perspective 2010), 38% of global carbon emissions will be reduced from better energy efficiency (IEA Energy Technology Perspective 2010). It is inevitable for governments and private enterprises to develop energy conservation equipment and high-efficiency equipment, however, their high set-up costs for new energy-saving equipment could not meet the market requirement. From the 21st century, most governments have been promoting ESCO to speed up energy conservation and reduction of carbon emission.
