ABSTRACT

Contained lots of subsystems (i.e. different sectors), a community is a complex system. The measure of its resilience should be based on interdependent disruption evaluation models which could consider the interaction between subsystems. Among the evaluation models, the supply-constrained IIM developed by Leung et al. (2007) is applicable for investigating the inoperability of the interdependent system from the perspective of supply perturbation, such as the seismic damage of building systems discussed in this paper. Inoperability is an index characterizing levels of dysfunction in interdependent systems after disasters. The metric of community resilience would be presented basing on the supply-constrained IIM in this section.
