ABSTRACT

Cold case investigations begin with a review of the case file. The investigation of a cold case homicide is different from the investigation of a hot homicide in many ways. Cold case investigation is proactive, versus the reactive nature of a hot case. The cold case investigation initially builds upon the documented work of others, utilizing case files that may vary in the degree of completeness and record retention over the ensuing years. In addition, cold case investigations exploit the elements of time and technology in conjunction with advanced investigative techniques. While every case and each victim’s family deserves the ultimate opportunity to see that justice in some form or another is rendered on their behalf, available resources require that investigation of cold cases must be selective, focused, and targeted in its method.
