ABSTRACT According to the present situation of frequent accidents in Hainan interchange merge area maintenance zone, this paper presents a risk management system. Accidents are investigated and analyzed, then a risk identification method based on the fault tree analysis (FTA) method is proposed to identify the risk factors with the combination of the work breakdown structure (WBS) and risk break- down structure (RBS). A risk matrix based on the WBS-RBS is carried out and 16 sources of risk are analyzed and identified. Combining the method of FTA with the sources of risk, three main accidents of Hainan expressway maintenance are analyzed by the FreeFta Fault Tree analytical software. Further efforts, sources of risk are divided into three levels critical sources of risk, secondary sources of risk and non-critical sources of risk according to the sensitive coefficient values, and the rationality of the analytical method is elucidated. Finally, countermeasures of risk events are carried out and a framework of risk management is built. Initial result provides a reference for the risk management of expressway maintenance zone.
