ABSTRACT

The purpose of this paper is to describe a method for probabilistic life-cycle maintenance modelling for dynamic traffic management systems on highways in the Netherlands. This model can be used for the optimization of maintenance costs, reliability and the performance of systems. The performance of the traffic management system is presented as a relation of the traffic flow performance and the traffic safety im-pacts. These performances and the maintenance costs are expressed in euros. In this business-case the performance of one 5km long representative express lane is calculated as a case study with relations between the maintenance costs, reliability and the performance of dynamic traffic management systems of this express lane. The purpose of this representative model is to test methods with regard to how the maintenance costs, reliability and the performance of one representative 5 km long express lane can be modeled with the RCMCost application. This paper presents new method how to calculate the total social costs (maintenance plus traffic jams) of any dynamic traffic management system using the results of RCM calculation of representative express lane, the practical evaluation studies of the effects of traffic management studies and historical traffic data.
