ABSTRACT

Federal roads in Germany are monitored on a regular basis. Overlaying different campaigns the development of pavement condition discloses. An evaluation of data availability on a state road network level shows a very low information density on structural data, which is needed to interpret the condition data at the surface. The development of pavement condition seems to be influenced by so many different aspects, that in fact it can be stated as stochastically.

With a probabilistic model the uncertainty concerning the life time of a specific road section increases but decreases concerning the overall maintenance budget in a road network. Using the improved methodology for a budget simulation exceptional depreciation influencing the maintenance budget could be reduced by nearly 90 % in some years and about 60 % in average. From the perspective of balance financed road authority this is an essential advantage.
