ABSTRACT
Local authorities must work with all providers to ensure that individual choices are not reduced by commissioning policies. Caregivers now have equal rights to services as service users. Under Section 10, the needs of caregivers must be assessed. If it appears that a patient has needs for care and support, the local authority must undertake an assessment of such needs. As Local Authority Boroughs vary in their service provision, national thresholds for providing care will be established.
