ABSTRACT

ABSTRACT: The article focuses on risk planning during the preparation stage of a public procurement procedure. Its aim is to show the necessity of the timely incorporation of costs of safety measures into bills of quantities as price is usually the most important evaluation criterion in public procurement. By incorporating safety elements, the same entry conditions are created for all applicants. An effort is made to provide a sufficient amount of arguments to aid in understanding the necessity of the timely production of an Occupation Health and Safety Plan for a construction site during the construction planning stage. The plan includes safety measures which will affect the prices quoted for the project during the public procurement procedure, and also the length of the construction process.
