ABSTRACT

ABSTRACT: Assessment of the risk degree and determination of the safety level are not the ultimate goals in risk analysis. The quantitative risk factors should be used to ensure optimal operation of the facility. For this purpose, optimal smanagement decisions are developed in order to bring the risk down to an acceptable level; then engineering measures are taken to ensure the required safety. In the safety context, operation of main pipelines includes the following stages recurring in cycles: Determination of all possible risk scenarios; Probabilistic assessment for each kind of a pipeline failure when the responsibility is not economic; Quantity analysis for the effects of a no economic failure; Risk assessment and overall risk summary; Comparison of the estimated risks with the acceptable or standard risks and determination of the safety degree for the system.
