ABSTRACT

Analysis of housing policy inevitably involves a consideration of the role of the state in housing provision and consumption. The housing market and housing policy in Korea are the inevitable products of economic development, political process within the system, housing norms and preferences of the country. The housing policy change through the Two-Million Housing Construction Plan was the adoption of a welfare housing system, which was permanent public rental housing for the low-income households. The concentration and segregation of disadvantaged groups in poor neighborhoods has been viewed as one of the challenges of social development in line with housing policy in Korea. Housing and urban renewal programs continue to pose obstacles to social development in Korean society. Social development requires the removal of barriers so that all citizens can journey toward their dreams with confidence and dignity, so they can reach their full potential.
