ABSTRACT

This chapter looks into a wide range of programmes that were designed by the government to ensure that affordable homes are available to M40 households and considers their social implications. Household spending has huge implications for home ownership. Malaysian housing policy, however, favours home ownership instead of other housing tenure. A more focused approach to housing policy is needed to make greater impacts and enhance home ownership in Malaysia because there is a general preference and expectation to own homes. Housing policy in Malaysia consists of the directions, planning and development of the housing sector at the federal, state and local government levels. The government aims to improve housing affordability and accessibility, especially for the middle- and lower-income groups. Prices of newly launched landed and high-rise properties are beyond the reach of a majority of people, especially the middle-income earners.
