ABSTRACT

Introduction

Many studies have demonstrated that adverse weather conditions such as rainfall and snowfall increase traffic accident risk considerably (for example, Andrey et al., 2003). For instance, compared to rainfall snowfall has a greater effect on collisions, and the accident risk is highest for the first snowfall of the season, according to the literature review by Andrey et al. (2003). Similarly, the first snowfall days of the year were found to have increased traffic accident rates including fatal accidents (Eisenberg and Warner, 2005).
