ABSTRACT
The goal of the program was to investigate how military organizations can best function, change, and adapt in a world of exploding network connectivity and access to information. The research plan was to proceed in two phases. In the first phase, organizational models would be developed and empirically validated for a series of Navy organizations. In the second phase, these models would be used to conduct computational experiments that would address the most critical design and performance questions confronting military command and control organizations.
