ABSTRACT

This chapter discusses the background, components, and application of the Command, Control, and Communications—Techniques for the Reliable Assessment of Concept Execution (C3TRACE) tool. The future of military command and control (C2) processes will continue to be affected by proposed organizational designs, reconfiguration of personnel, and advances and changes to information technologies. The advances in technology promise a significant increase in the rate of information flow. The development of a C3TRACE model requires three basic levels of information and input: the organization, the functions and tasks, and the communication events. The chapter describes the process used to build a C3TRACE model. The C3TRACE tool provides an easy-to-use environment to investigate information flow within any organizational structure. The five components of the decision architecture used in C3TRACE: specification and weighting of what information elements are used to make a decision; identification of the information elements; initial information quality; decay rates; and calculation of a decision-quality score.
