ABSTRACT

The health system in Yemen is made up of three tiers: primary, secondary, and tertiary care. The 1998 health reform strategy recommended redefinition of the role of public sector and encouraged the participation of the private sector. Development assistance to Yemen from other nations and international agencies, including the World Bank and the United Nations, has increased steadily over the years. Donors who have supported the Yemeni health and population sectors over the years have largely focused on strengthening management and support services at district health system (DHS) level. The Yemeni German Reproductive Health Program (YGRHP) Quality Improvement Project (QIP) is an example of particularly successful donor-driven improvement initiative. The YGRHP chose to develop the QIP based on European Foundation Quality Management (EFQM) framework. The EFQM is a system-based approach for managing and improving quality and striving for excellence. The role of the Sadiq in QIP was slightly different to that of the traditional supervisor in the health system hierarchy.
