ABSTRACT

Accidents occurring in assembly occupancies may cause severe consequences which are mainly a large number of casualties, property losses as well as social chaos. To make sure that risks at assembly occupancies are controlled, and risk-control resources are reasonably allocated for each individual activity, safety management and supervision should be conducted dynamically. In other words, safety management and supervision should be adjusted according to the risk level and hazard characters of each activity at assembly occupancies. A dynamic safety management and supervision method based on risk assessment is provided in this paper. Risk assessment on individual activity was conducted by measuring a list of indicators that are categorized into four categories: indicators relating to people, equipment, environment, and safety management. Fuzzy comprehensive evaluation was adopted to get comprehensive risk for each activity. This dynamic safety management and supervision method was used in safety management and supervision plan for a graduation party at a university and was tested to be useful.
