ABSTRACT

The acquisition of large quantities of real estate required for the implementation of development projects is usually carried out by methods such as expropriation, purchase, servitude and renting. While the impact of land acquisition for some projects is rather limited, other projects such as dam construction directly and/or indirectly affect many settlements. The impacts of infrastructure investments on natural and cultural assets, especially projects built for basic purposes such as energy, irrigation, the supply of drinking and utility water, and for socioeconomic life, are evaluated in the second stage. Expropriation is the compulsory purchase of privately owned real estate through procedures defined in legislation in order to enable the provision of public services aimed at the public interest, in exchange for compensation. The costs of infrastructure facilities in the settlement areas, economic, social, cultural, administrative, and common use facilities, facilities set up for similar purposes, and construction plans and technical assistance-type projects are not included in the debts.
