2 THE APPLIED PRINCIPLE OF TRIPLE HELIX THEORY
As the three main bodies, government, tourism and the wind power enterprises, they work independently and collaborate. In the development process, the government is guide and guarantor, wind power enterprise is fundamental, and tourism is the implementer of specific measures.
