ABSTRACT

This chapter provides an overview of the process undertaken, which was designed to ensure regional engagement and ownership while leveraging expertise from within and beyond the region. The Regional Committee of the World Health Organization Eastern Mediterranean Region (EMR) has urged their Member States to “develop an essential package of health services at the primary health care (PHC) level” and “improve the quality and safety of care in health facilities”. There is growing evidence of the strengths and challenges of primary health care and related health outcomes in the countries of the EMR, which is also impacted by epidemiological shifts as well as political and other challenges. The World Organization of Family Doctors has called for action on developing global primary care indicators to achieve the aims associated with the post-2015 development agenda and, in particular, the Sustainable Development Goals.
