In view of the epidemiological and demographic transition in Morocco, the health services package has been remodelled and the technical platform reinforced to address non-communicable diseases. In Morocco, family practice is the entry point to the health system. It is free of charge at the national level, which enables equitable coverage for the population for prevention programmes, antenatal and postnatal consultations and family planning. Since its first health coverage plan, Morocco has maintained standards for human resources per primary health-care facilities (PHCF), associating programme functionality with population levels in the area served by the PHCFs. The private health sector is relatively developed in Morocco, but concentrated in the big cities. The referral system is one way only, from the health centre to the hospital, and the connection is via the referral form. Counter-referrals are limited, despite the existence of guidelines, procedures, and coordination protocols.
