ABSTRACT

In Indiana, the Family and Social Services Administration serves as the agency responsible for enrolling and managing health care and human services benefit programs for citizens for large governmental programs like the supplemental nutritional assistance program, temporary assistance for needy families, and Medicaid. States need to work with their procurement agencies to write request for proposals or other procurement documents where they offer respondents an ability to propose cloud or off-site hosting. The premise that merely moving from on-premises to a cloud license equals moving systems to the Cloud is disingenuous and potentially damaging to process of making the shift to cloud-based technology and infrastructure. Cloud computing is here, but there are evident challenges to application of such technology within state government. What must happen is that we as an industry representing the government health and human services space need to focus on intentionally pursuing the alignment of technology availability and proliferation with and alongside of state and federal policy.
