ABSTRACT

Regulation of pesticides and other hazardous materials has the effect of restricting the range of decisions which may be made by individuals. Traditionally efficacy was the basic requirement for all pesticide registration. It was not considered a pesticide unless it was effective in controlling the pest for which it was marketed. Product analysis is primarily descriptive and so no tier system of tests is involved. Also certain information such as formulation and manufacturing processes can be provided as confidential information if desired. Biochemical agents the tests to be required include acute toxicity as determined by oral, dermal, and inhalation tests on appropriate experimental animals with the manufacturing-use product, the end-use product, and/or the technical control agent, as appropriate. Basic principle of regulation is that situations, practices, technical knowledge, and understanding of what constitutes wisdom in regulation changes with the passage of time. The reason for regulating pesticides is to assure reasonable safety in the use of these toxic substances.
