ABSTRACT
The offsite shipment of hazardous waste requires the environmental manager to deal with the regulatory program of the DOT as it meshes with that of the EPA under RCRA. The EPA regulations for generators (40 CFR Part 262) and transporters (40 CFR Part 263) make frequent reference to the DOT Hazardous Materials Transportation Regulations (49 CFR Parts 171-179). In fact, the EPA standards for offsite shipments of hazardous waste are indecipherable without a copy of the DOT regulations. The purpose of this chapter is to explain the hazardous materials transportation program established by DOT, in the context of hazardous waste shipments.
