ABSTRACT

A test landfill clay liner was constructed by Peoria Disposal Company (PDC) in the summer of 1987. This test fill was constructed in accordance with provisions outlined in the Resource Conservation and Recovery Act (RCRA). Soil materials and construction equipment and practices established during construction of the test fill resulted in a fill having the desired soil liner performance characteristics. The test fill liner system consists of a 2-foot-thick test fill constructed of impervious fill in four equal lifts of 6 inches each; a leak collection system beneath the portion of the test fill liner tested for permeability; a monitoring sump where leakage quantities are measured; and a 2-foot-high berm around the permeability test portion of the test fill to contain the 1-foot-deep impoundment. Field quality control testing consisted of density and moisture content tests performed 5 times per lift–at each of the four corners and near the center of the test fill.
