ABSTRACT

In November, 1986, two regulations were promulgated by the state of Kentucky to control emissions of toxic air pollutants. These regulations, 401 KAR 63:021 and 401 KAR 63:022, restricted emissions from existing sources and new or modified sources, respectively. The regulations were passed due to pressure from the Environmental Protection Agency (EPA), and because of legislators' concerns over the health impacts of air-borne contaminants. In preparing the emission summaries for each facility, the prime source of information on products used in the plants were the Material Safety Data Sheets (MSDSs). Suppliers provides facilities with MSDSs for all of their products under the Occupational Safety and Health Act of 1970. The chapter determines facility compliance and the difficulties encountered while helping facilities comply with the requirements of the regulations. It presents four facilities of case histories. They are: a light industrial manufacturing plant, a printing company, a paint and coatings manufacturer, and a wastewater treatment plant.
