ABSTRACT

This chapter analyzes the extent to which the conclusions of the Black Swan theory are applicable in the contemporary safety theory of engineering systems, relying on the "allowed risk" concept. The safety culture is observed as the complex of values, world view, behavior habits characteristic to personnel, and as complex of values that affect safety policy, which is applied within an enterprise. If the safety culture is being constrained only on reacting to an event, in which case it is obviously not enough for the situation to be improved. Inductive thinking, previously spoken about, implicates in fact the entire exploitation system of engineering system for safety. The basis of every safety analysis is information about reliability of system elements, which is stored in corresponding databases. Safety culture education, making of non-polluting manufacturing environment stays the most important task of theory and practice for engineering systems safety.
