ABSTRACT

Walking is the basic mode of transportation which is beneficial for large communities in developing nations like India. In spite of the numerous benefits of walking, transportation plans are moving from people centric to vehicle centric. This points to the need of planning for pedestrians. This paper attempts to formulate a conceptual framework for preparing pedestrian plans with special focus on methodology, contents and concepts.

The primary research method used was plan evaluation which includes analysis of Pedestrian Plans from Seattle and Sacramento city. Pedestrian study of Gandhi Bazar, Bangalore was reviewed for understanding initiatives in an Indian setting. Pedestrian related aspects from Mobility Plan of major cities in Kerala gave an outline of the Kerala scenario. Through the literature case studies, various parameters were identified which further help in the formulation of framework of Pedestrian Plan. This paper outlines the elements that are needed for an ideal pedestrian plan and the methodology for preparation in particular to the cities of Kerala.
