I. INTRODUCTION: THE CASE FOR TRAINING Along with developing and executing a validation protocol, training is one of the largest expenditures associated with a new information system. When one considers the direct (e.g., course development and production, instructors, travel, coffee and donuts) and indirect costs (time away from the job, internal facility use, administration, etc.) the numbers add up very quickly.
