In 1997, a group of government and private document examiners, realizing a need for standard guidelines for document examinations, formed the Technical Working Group for Document Examiners (TWGDOC). Later to be called the Scientific Working Group for Document Examiners (SWGDOC), this group of examiners was initially composed of representatives of numerous federal agencies and was one of the first TWGs to be formed. Until 1999, SWGDOC met at various locations in the Washington, D.C. area. SWGDOC then joined other Scientific Working Groups in other forensic disciplines at the FBI Academy in Quantico, VA, where meeting space was offered.
