11.1 Overview Call admission control (CAC) strategies are required to guarantee that all service types meet their Quality-of-Service (QoS) requirements. The fractional reservation concept allows fine control of the communication service quality by varying the control parameter(s) (i.e., admission thresholds) of the CAC strategies by a fraction of one. This chapter begins with a classification, description, and analysis of fractional resource reservation strategies for handoff prioritization in cellular telecommunication systems with a single service type. The fractional reservation concept is considered in both guard channel (GC)-based and threshold-type priority-based strategies. Then, the generalization of these strategies for cellular systems with multiple service types is presented. A comprehensive comparative study addressing the advantages and disadvantages of each strategy is also included. Additionally, the teletraffic analysis for the performance evaluation of different resource reservation strategies is shown. Algorithms to maximize system capacity subject to QoS constraints are also described for several resource reservation strategies. The chapter also presents simple recursive formulas for the performance evaluation of the GC-based strategies.
