ABSTRACT

Security at seaports used to be manageable even if the impacts could be high. In a recent article, the author offered this explanation of seaport security before and after September 11 (Price 2004):

The risk of natural or human disasters at seaports has been common…with hazardous cargo, complex technology and many climatic and geological happenings…safety efforts to protect workers and local neighborhoods from accidents and toxic releases were the principal concern before 9/11…It was desirable to remove concentrations of people from the “footprint” of port disasters.
