ABSTRACT

With this simple chilling exchange between Federal Aviation Administration (FAA) air traf c controllers in Boston and the North American Aerospace Defense Command’s (NORAD) Northeast American Defense Sector in Rome, New York, a new era in Department of Defense (DOD) involvement in Homeland and Transportation Security was born (The 9/11 Commission Report 2004, p. 20). While most Americans probably assume that the DOD will be available during a homeland crisis, in all likelihood few understand the complexities of military involvement at the local level, or the evolving role of the DOD’s capabilities in Homeland and Transportation Security.
