ABSTRACT

Globalization and localization are transforming many aspects of the human experience — so many that only a comprehensive, multilayered response of policy and institutional reform will be adequate. If we fail to meet this challenge, we will condemn the world’s poor to a cycle of instability, hunger, and despair. By seizing the opportunities presented by the dawn of the 21st century, together we can turn our dream into a reality — a world free of poverty (World Bank, 1999, p. 174).
