Passage of the Resource Conservation and Recovery Act (RCRA) by Congress in 1976 addressed management of hazardous and nonhazardous wastes generated at active industrial facilities and landfills. In 1980, passage of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA, commonly called “Superfund”) addressed hazardous wastes at abandoned facilities and spills of hazardous materials (U.S. EPA, 1990). Together, RCRA and CERCLA established the earliest national requirements for characterization and monitoring of sites at which contaminated soil and ground water were suspected or found. The U.S. Environmental Protection Agency (U.S. EPA) was charged with administering the rules and regulations associated with these critical pieces of environmental legislation and with overseeing the environmental investigations conducted by those seeking to comply with the regulations.
