INTRODUCTION*

To many in the manufacturing world, environmental policy may seem to be a series of lists of cleaning agents and compounds that can no longer be used, of compounds that can be used only with extensive and costly controls, or, as in the case of ozone-depleting compounds (ODCs), of compounds that will be available for a limited time, at high cost, and of perhaps doubtful quality.
