Emergency management is a field that has for a long time been imbedded as an extra duty within the emergency response function. There has recently been a shift where many localities have placed more focus on emergency management and have begun moving toward a dedicated agency within their jurisdictions. This move has been made more evident with the September 11, 2001 terrorist attacks.
