Although not often thought of as a vulnerability, the inability to manage and control temperature may, in fact, represent several opportunities for severe vulnerability. Certainly in a sheltering-in-place scenario, control of temperature is a key factor in keeping shelter users safe and comfortable. This temperature control must be accomplished without creating additional air pollutants in the shelter and without drawing attention to the shelter.
